POSSUM: Policy scenarios for sustainable mobility

The POSSUM project, initiated and coordinated by Prof. David Banister at the University College London, was an EU-funded research project involving partners from eight countries. It developed and evaluated policy scenarios to achieve sustainable urban mobility, integrating environmental, economic, and social goals. It analysed current transport trends, identified key challenges such as congestion, emissions, and land use, and explored strategies including demand management, modal shift, and technological innovation. Using case studies and modelling, the project assessed impacts, costs, and feasibility of different measures. It emphasised stakeholder involvement, multi-level governance, and the need for coherent policy packages. The results provide guidance for cities and policymakers to design effective, context-specific mobility strategies that balance sustainability objectives with practical implementation.

The project has been influential in promoting the concept of decoupling in the transport sector.
