Au début du XXIᵉ siècle, les Alpes font face à une situation inédite, où l’intégration européenne, la mondialisation, les nouvelles technologies et l’amélioration de l’accessibilité transforment profondément leur rôle. Si elles risquent de devenir l’arrière-cour de grandes métropoles, elles peuvent aussi se réinventer comme laboratoire de coopération européenne, conciliant développement durable, diversité culturelle et préservation du patrimoine naturel. La Convention alpine, créée en 1991, constitue un cadre unique pour coordonner les politiques régionales, nationales et européennes. Cependant, le décalage entre ambitions et moyens freine les avancées. Pour relever les défis du changement climatique, des mutations économiques et culturelles, une coopération renforcée, fondée sur la subsidiarité, la mise en réseau et la participation, est indispensable afin de bâtir un nouveau modèle alpin attractif et résilient.

At the beginning of the 21st century, the Alps face an unprecedented situation in which European integration, globalisation, new technologies, and improved accessibility are profoundly transforming their role. While they risk becoming the hinterland of major metropolitan areas, they also have the opportunity to reinvent themselves as a laboratory for European cooperation, combining sustainable development, cultural diversity, and the preservation of natural heritage. The Alpine Convention, created in 1991, offers a unique framework to coordinate regional, national, and European policies. However, the gap between ambitions and resources slows progress. To address the challenges of climate change and economic and cultural shifts, stronger cooperation—based on subsidiarity, networking, and participation—is essential to create a new Alpine model that is both attractive and resilient.
