The Smart Grids Debate in Europe

ABSTRACT / The report explains how ICT-enabled “smart grids” are reshaping the power sector—from a centralised, top-down model to flexible, multi-layered systems with prosumers, real-time transparency, and market-based management. Standards and investment lag behind; key hurdles are unclear roles and responsibilities, data access/ownership, and remuneration models. The EU is pushing progress through the Smart Grid Task Force, smart-meter roll-outs, network codes, and the Energy Efficiency Directive. Three fault lines remain: strengthening distribution grids, the consumer/prosumer interface, and the proper scope of EU regulation—calling for greater speed, transparency, and a subsidiarity-based target model.
